En Inde, le gouvernement prépare le lancement d’une chaîne de télévision publique à vocation internationale, à l’image de la BBC ou de France 24. Objectif annoncé : «Présenter le point de vue de l’Inde et raconter l’histoire de l’Inde à l’échelle mondiale sur des questions contemporaines.»
Il existe déjà une chaîne publique destinée à la diaspora indienne qui s’appelle DD India. Mais là, il s’agit d’un projet plus ambitieux baptisé «Doordarshan International» dont le but est de faire émerger un média indien capable de toucher une audience globale. «De la même façon que la BBC, CNN ou Deutsche Welle couvrent l’Inde, il est nécessaire que nous couvrions également les événements qui se déroulent dans le monde», a jugé Surya Prakash, l’ancien directeur de l’audiovisuel public indien. Pour cela, il est prévu d’établir des bureaux et des correspondants dans les autres pays. La ligne éditoriale de cette chaîne reste floue. D’un côté, elle est annoncée comme un service d’information mondial crédible, exhaustif et précis. De l’autre, le gouvernement ne cache pas qu’il s’agit aussi de faire entendre le point de vue de l’Inde, pour ne pas dire le sien. Toujours selon les mots de Surya Prakash, la chaîne «apportera les réponses de l’Inde face aux préjugés de la presse étrangère». Et puis Doordarshan, la chaîne qui lui préexiste, est non seulement une chaîne publique mais aussi une chaîne étatique. Difficile dans cette configuration de comparer cette future chaîne avec la BBC qui dispose, elle, d’une indépendance éditoriale. On peut donc penser que ce média aura pour but de répondre aux critiques à l’encontre de l’Inde. Pour les nationalistes hindous au pouvoir, la presse étrangère est responsable de désinformation sur l’Inde et d’interférences dans ses affaires.
Cette annonce arrive aussi à un moment où l’image de l’Inde est écornée sur le plan international par la deuxième vague du Covid-19 qui ravage le pays, durant laquelle la presse étrangère a largement relayé les images de patients désespérés, de bûchers à ciel ouvert ou des rassemblements géants organisés par le pouvoir. Mais c’est aussi l’attitude du gouvernement envers ses opposants politiques, avec de nombreux enfermements discutables qui fait, au sens propre comme figuré, mauvaise presse pour le parti BJP. En mars, deux instituts mondiaux, l’un suédois et l’autre américain, ont retiré l’Inde de la liste des démocraties et des pays libres, ce qui a fait bondir le gouvernement. Officiellement, il s’agit toutefois d’un projet stratégique engagé de longue date et pas d’une réaction. La chaîne est d’ailleurs loin d’être lancée, le gouvernement travaille avec différents consultants privés pour réfléchir à sa forme qui se veut innovante et axée sur le numérique.
