Aucune raison n’est avancée pour cette augmentation soudaine. Toutefois, l’ordonnance précise que cela fait partie des recettes fiscales attendues au cours de l’exercice 2021, soit 2 743,1 milliards de FCFA.
« Le droit de timbre sur les passeports nationaux est fixé, à compter du 1er juillet 2021 ainsi qu’il suit : délivrance, renouvellement et prorogation des passeports ordinaires : 110 000 FCFA ; le reste sans changement », indique l’ordonnance présidentielle. Les Camerounais qui souhaitent demander, renouveler ou prolonger leur pièce devront débourser 110 000 FCFA, au lieu de 75 000 FCFA précédemment, soit une augmentation de 35 000 FCFA à partir du premier juin 2021.
C’est la troisième fois que les droits de passeport ordinaire sont augmentés dans le pays. Le coût est passé progressivement de 30 000 FCFA à 50 000 FCFA, puis à 75 000 FCFA en janvier 2016 et cinq ans plus tard, il passe à 110 000 FCFA. La dernière hausse a été attribuée à la nécessité de donner au gouvernement les moyens nécessaires pour moderniser et sécuriser le document de voyage et d’identification.
Le nouveau droit, 110 000 FCFA est trois fois plus cher par rapport à celui des pays d’Afrique de l’Ouest, notamment la Côte d’Ivoire et le Togo où avec FCFA 30 et 40 000, un passeport est délivré en deux semaines. Notons que c’est une pièce importante pour les opérateurs économiques pour se déplacer dans le monde.
