UE-USA-SOMMET-CLIMAT:L’UE et les États-Unis s’engagent pour le climat, mais esquivent une date d’adieu au charbon.
Les États-Unis et l’Union européenne annonceront mardi, à l’occasion d’un sommet, une coopération plus étroite en matière de lutte contre le réchauffement climatique, ils éviteront toutefois de se fixer une date de fin pour l’utilisation du charbon, selon un projet de déclaration commune.
Le président américain Joe Biden s’entretiendra mardi avec Ursula von der Leyen, présidente de la commission européenne, et le président du Conseil européen Charles Michel pour discuter de nombreux sujets, du commerce à la pandémie.
Le sommet marque le retour de la collaboration entre Bruxelles et Washington en matière de lutte contre le réchauffement climatique, après que l’ancien président Donald Trump avait retiré son pays de l’Accord de Paris.
Le projet de déclaration évoque une alliance transatlantique orientée vers les technologies vertes et identifie la finance durable comme un domaine propice à une collaboration plus étroite. Elle fait écho aux promesses tenues par les dirigeants du G7 ce week-end. Ils se sont engagés d’ici 2022, à l’échelle mondiale, à arrêter de subventionner les centrales à charbon.
Après la Chine, les Étas-Unis et l’UE sont respectivement les deuxième et troisième plus gros émetteurs de CO2 au monde. Ils prévoient d’éliminer la majeure partie de leurs émissions d’ici 2030.
Ils prévoient également « d’intensifier leurs efforts » pour tenir un engagement – déjà repoussé – pour subventionner les pays en développement, pour les aider à réduire leurs émissions de carbone et faire face au réchauffement climatique.
Il n’y pas encore d’engagements fermes sur des montants précis, mais le Canada et l’Allemagne ont tous deux promis dimanche des milliards de dollars de nouveaux financements pour le climat. En avril dernier, les États-Unis se sont engagés à doubler leurs financements d’ici 2024. Le bloc des 27, dans son ensemble, apporte le plus d’aides aux pays en développement, 21,9 milliards d’euros en 2019.
