Les textes et documents de la Zone de libre-échange continental africaine (Zlecaf), notamment le certificat d’origine, la déclaration du fournisseur ou du producteur, la déclaration d’origine et du commerce sont encore indisponibles, selon le directeur exécutif de la Confédération générale des entreprise de Côte d’Ivoire (Cgeci), Stéphane Aka Anghui, qui s’exprimait ce mercredi 23 juin lors d’une journée d’explication du contenu des accords de la Zlecaf aux opérateurs économiques.
Théoriquement rentrée en vigueur depuis le 1er janvier 2021, la Zlecaf créée pour renforcer le commerce intra africain et l’intégration économique représente un marché 1,3 milliards de personnes avec un produit intérieur brut de 3000 milliards de dollars. Si 44 pays ont ratifié l’accord sur 55, la phase d’opérationnalisation est en suspens en raison de l’indisponibilité des documents permettant l’harmonisation ou la mise en cohérence avec les accords de la Cedeao. De plus, trois pays membres de l’organisation ouest-africaine n’ont pas encore ratifié l’accord de la Zlecaf, ce qui constitue aussi un blocage important à régler.
Pour la secrétaire exécutive du Comité national de la Zlecaf, Fatoumata Fofana, cinq secteurs sont priorisés pour la Zlecaf notamment le transport la communication, les services financiers, le tourisme. Ajoutant que l’un des piliers de cet instrument d’intégration régionale est de préserver les acquis, c’est-à-dire l’intégrité de la Communauté économique des Etats de l’Afrique de l’ouest (Cedeao), qui compte 6126 lignes tarifaires dont 5516 lignes pour les seuls produits non sensibles classés dans la catégorie A.
Selon Fatoumata Fofana, cette nouvelle zone de libre-échange permettra un accès à des nouveaux marchés avec une facilitation des échanges avec d’autres pays et l’accès à l’investissement direct étranger. Cette zone bénéficiera, dit-elle, également d’un mécanisme de surveillance et d’élimination des barrières non tarifaire, d’un observatoire africain du commerce, d’une plateforme panafricaine de paiement et de règlement ainsi que d’une facilité d’ajustement. Ce qui explique cette journée de sensibilisation des opérateurs économiques qui n’ont pas encore tous les rudiments nécessaires pour commercer dans cette zone qui exigera la rude concurrence.
