Après plus d’un an et demi de négociations entre le Fonds Monétaire International (FMI) et le Gouvernement congolais, le Conseil d’Administration du FMl a validé le financement du plan de relance économique de la République Démocratique du Congo estimé à 1,5 milliards de dollars américains.
En effet, le Conseil d’Administration du FMI a accepté de financer le programme économique du Président de la République Démocratique du Congo, Félix Antoine Tshisekedi, pour le reste de son mandat.
Les services du FMI qui étaient en pourparlers avec le Gouvernement de la RDC au mois de mai 2021 avaient déjà annoncé avoir trouvé, avec la partie congolaise, un «accord» sur «un plan de financement de 1,5 milliards USD sur trois ans».
Cet appui financier du FMI vise en réalité à appuyer le Programme du Gouvernement congolais à moyen terme
axé sur le soutien à la reprise post Covid-19 et la relance du programme des réformes.
Ce montant de 1,5 milliards de dollars américains pour un État qui cherche à accroître ces recettes est conséquent, mais il faut encore que ces ressources soient utilisées pour les bonnes causes.
Les démarches entreprises par le Gouvernement congolais entre dans le souci d’augmenter et de soutenir une croissance inclusive et de réduire la pauvreté, conformément aux priorités du Gouvernement énoncées dans le Plan national de développement stratégique 2019-2023.
L’impact de la Covid-19 sur les finances publiques de la République Démocratique du Congo en 2020 n’est pas à démontrer malgré l’expansion du secteur minier avec notamment la hausse des cours du cobalt et du cuivre.
La validation de ce programme triennal par la Direction et le Conseil d’Administration du FMI donne accès à d’autres financements provenant d’autres bailleurs bilatéraux et multilatéraux, renseignent des sources concordantes.
