Depuis quelques jours, plusieurs Etablissements publics nationaux (Epn) sont visés par des audits ordonnés par l’Etat de Côte d’Ivoire. Cette décision a été sans doute précipitée par le scandale financier qui mine l’Agence de gestion foncière (Agef), dirigée par Coulibaly Lamine. Ce dernier est cité dans une affaire d’enrichissement illicite et de blanchiment de capitaux portant sur un montant de près d’un milliard de FCFA. Dans l’attente d’un procès, Coulibaly Lamine a été placé, le 14 juin, en détention préventive à la Maison d’Arrêt et de Correction d’Abidjan (Maca).
Dans cet épisode, l’Etat a publié, le jeudi 24 juin, un communiqué informant de l’audit de trois autres entreprises, outre l’Agef, libellé en ces termes : « suite à des investigations préliminaires sur la gouvernance de certaines entreprises de l’Etat, il a été décidé de diligenter des audits. Sur la base des conclusions des premières investigations et dans l’attente des résultats de ces audits, certains responsables de structures font l’objet de suspension à titre conservatoire… ».
Sur la liste figurent Bilé Diemeleou, directeur général de l’Autorité de régulation du secteur de la télécommunication/Tic de Côte d’Ivoire (Artci), Yapi Ange Désiré et Coulibaly Tievilgué Gbon, respectivement DG et DAF de la Nouvelle pharmacie de santé publique (Npsp) et Ouattara Youssou, directeur général de l’Agence de gestion et de développement des infrastructures industrielles (Agedi).
Le nouveau directeur général du Fonds d’entretien routier (FER), Diaby Lanciné, est aussi visé par cette mesure. Alors qu’il devait se rendre en France pour un calendrier politique, le dirigeant a annoncé qu’il est contraint d’attendre les conclusions d’un audit sur sa structure avant tout déplacement. « Le Fonds d’entretien routier (FER) que j’ai l’honneur de diriger, fera l’objet d’un audit à partir de la semaine prochaine. Dans ces conditions, en tant que directeur général de cette société d’Etat, il est important que je sois présent et disponible durant toute la période de l’audit », a indiqué Diaby Lanciné dans une note adressée aux militants de son parti de la diaspora.
Une liste des entreprises qui seront soumises à des audits circulent depuis quelques jours. Dans ce lot, l’Unité de coordination du projet C2d-Education Formation (Ucp-Ef) est également à la loupe avec une affaire de « graves dysfonctionnements ».
