Après deux années de discussions, un accord a été signé entre le maire de la capitale nigérienne et le groupe marocain Ymmy Finance Holding pour moderniser la ville et faire face à sa forte croissance démographique.
Nouveau quartier, smart city (ville « intelligente et connectée »), centre commercial, zone franche et projets industriels, le vaste accord passé le 5 juillet 2021 entre la ville de Niamey et le Maroc devrait changer la capitale nigérienne.
Moderniser Niamey
Le groupe marocain Ymmy Finance Holding va investir 1 824 milliards de Francs CFA (2,8 milliards d’euros) dans la modernisation de la ville. La capitale nigérienne, qui compte environ 2 millions d’habitants, gagne près de 100 000 habitants par an. L’accord a été signé dès la réouverture des frontières aériennes entre les deux pays, fermées en raison de l’épidémie de Covid-19, après « deux ans de pourparlers », a indiqué Oumarou Dogari, le maire de Niamey.
Une ville nouvelle avec 36 960 logements sociaux et un centre commercial seront construits sur 1 050 hectares. La smart city verra le jour le long des rives du fleuve Niger et 20 000 lampadaires solaires « made in Maroc » seront installés. Au programme également, la réalisation d’une zone franche industrielle et d’un complexe agro-alimentaire (embouche du bétail, culture fourragère, abattoir, transformation de viande, filière lait et aviculture).
Urbanisation accélérée
« Si nous conjuguons, avec harmonie et perspicacité, les potentialités de notre ville à l’expertise des partenaires marocains, nous pourrons régler un certain nombre de besoins de nos concitoyens« , estime le maire. « Les six projets seront réalisés sur huit ans et la majorité relève d’un contrat Partenariat-Public-Privé (PPP) pour un coût de 3,3 milliards de dollars« , a précisé Ahmed Lotfi, le président du groupe marocain devant les responsables de la municipalité de Niamey.
Avec l’urbanisation accélérée du continent, les besoins et les compétences des villes africaines sont en très forte augmentation. La croissance démographique du Niger − et donc de sa capitale − est une des plus élevées du continent. De 18,8 millions d’habitants en 2017, le Niger pourrait voir sa population quasiment tripler d’ici à 2050, passant ainsi à près de 55 millions d’habitants.
Diplomatie active du Maroc
Le Maroc qui contrôle la deuxième banque du Niger (BIA-Niger) participera au financement du projet dans le cadre d’un partenariat Sud-Sud encouragé par les autorités marocaines. Les deux pays donnent ainsi une nouvelle impulsion à un partenariat de longue date. Déjà en 2017, le Maroc et le Niger avaient signé à Rabat 16 accords de coopération dans les domaines touristique et culturel, ainsi que ceux de la santé, la formation, la justice et le transport, avec notamment des bourses et stages pour les étudiants nigériens.
