Ce mercredi 28 juillet, le nouveau président péruvien Pedro Castillo va prendre ses fonctions à l’occasion du début des cérémonies d’investiture qui vont s’étaler sur trois jours. Désigné officiellement comme vainqueur de l’élection six semaines après le second tour, cet ancien instituteur et syndicaliste, candidat de la gauche radicale et novice en politique prend les rênes d’un pays en pleine crise politique, économique et sanitaire.
Les Péruviens fêtent les 200 ans de la proclamation d’Indépendance du Pérou en cette année 2021. Un jour qui restera également dans l’histoire comme celui de l’arrivée à la tête de la République d’un candidat de la gauche radicale. Pedro Castillo, souvent présenté comme un communiste par ses détracteurs, devrait marquer une rupture dans la politique péruvienne.
Tensions politiques
Pour éviter tout débordement dans ce pays très polarisé à l’occasion de son investiture, un dispositif de sécurité important sera déployé. 10 000 policiers, des drones, ainsi que des hélicoptères seront notamment mobilisés à Lima pour garantir la sécurité. 2 000 policiers supplémentaires seront quant à eux affectés à la protection des personnalités qui assisteront à ces cérémonies d’investiture.
Parmi les personnes attendues figurent notamment le roi d’Espagne Felipe VI avec qui Pedro Castillo a eu un entretien mardi, de nombreux dirigeants régionaux et Miguel Cardona, secrétaire américain en charge de l’Education qui représente le président américain.
Ces cérémonies d’investiture se poursuivront jeudi 29 juillet dans la ville d’Ayacucho, située dans les Andes, à près de 350 kilomètres de la capitale. Un lieu symbolique puisque c’est dans cette localité, le 9 décembre 1824, que l’armée de libération scella l’indépendance du Pérou. Une République aujourd’hui en crise et plus que jamais divisée avec l’arrivée de Pedro Castillo.
Projet d’Assemblée constituante
Il a été élu par des Péruviens qui espèrent un véritable changement. Mais Pedro Castillo sera-t-il en mesure de répondre à leurs attentes ? Le candidat de la gauche radicale, novice en politique, ne bénéficie d’aucun appui au sein du Congrès de la République, un organe monocaméral qui joue un rôle vital au sein de l’État.
Pedro Castillo ambitionne de mettre en place une Assemblée constituante en vue de réformer une Constitution adoptée en 1993 et dont la rédaction avait été dirigée par l’ancien président Alberto Fujimori, actuellement en détention pour corruption et crime contre l’humanité. Pedro Castillo va donc devoir négocier avec des formations politiques qui n’ont cessé de dénoncer son orientation politique jugée trop à gauche.
Parmi les autres chantiers prioritaires du nouveau président figure bien entendu la lutte contre la pandémie. Le Pérou est l’un des pays les plus touchés au niveau régional. L’éducation sera également un dossier prioritaire pour cet ancien instituteur et syndicaliste qui va aussi devoir trouver de nouvelles alliances sur le plan régional et international et surtout tenter de réconcilier des Péruviens très divisés.
