La Chine a annoncé mardi avoir lancé des exercices militaires aériens et maritimes « dans les environs » de l’île de Taïwan, qu’elle revendique, une opération présentée comme une réponse aux « provocations » américaines et taïwanaises.
Ces manoeuvres interviennent après l’annonce d’une vente d’armes américaines à Taipei et des articles de presse faisant état de la volonté des autorités taïwanaises de participer au « sommet de la démocratie » de Joe Biden.
« L’Armée populaire de libération a déployé des navires de guerre, des avions anti-sous-marins et des avions de chasse dans les environs des espaces maritimes et aériens du sud-ouest et du sud-est de l’île de Taïwan », a indiqué mardi Shi Yi, porte-parole de la Zone d’opération Est de l’armée chinoise.
« Les Etats-Unis et Taïwan ont récemment multiplié les provocations », ces exercices étant « une réponse solennelle » face à « l’ingérence des forces étrangères » et aux partisans d’une indépendance du territoire, a-t-il dénoncé.
Le communiqué ne précise pas le nombre de soldats, avions ou navires mobilisés pour ces manoeuvres, ni à quelle distance des côtes taïwanaises elles se déroulent.
Taïwan compte 23 millions d’habitants et jouit d’un système politique démocratique.
Le territoire est dirigé depuis 1945 par un régime (la « République de Chine ») qui s’y était replié après la victoire des communistes en Chine continentale en 1949 à l’issue de la guerre civile chinoise.
La « République populaire de Chine », basée à Pékin et dirigée par le Parti communiste, considère l’île comme une partie de son territoire. Elle menace d’utiliser la force en cas de déclaration d’indépendance.
Le département d’Etat américain a donné son feu vert début août à la première vente d’armes à Taïwan de l’ère Biden, pour 750 millions de dollars (633 millions d’euros).
Le locataire de la Maison Blanche a également annoncé la semaine dernière qu’il comptait réunir en décembre des dirigeants étrangers pour un « sommet pour la démocratie » virtuel — une annonce en forme de défi lancé à la Chine.
Selon plusieurs médias taïwanais, Taïwan souhaiterait être invité. Une initiative qui pourrait provoquer une nouvelle crise diplomatique sino-américaine.
Pékin a également fustigé les autorités taïwanaises et lituaniennes après l’ouverture en juillet à Vilnius d’un « bureau de représentation de Taïwan » — et non pas « de Taipei ».
La Chine perçoit cette nouvelle formulation comme une tentative de promotion d’une indépendance taïwanaise. Elle a rappelé son ambassadeur en Lituanie et l’ambassadrice lituanienne a été priée de quitter le territoire chinois.
