Le ministre français des Affaires étrangères Jean-Yves Le Drian a préconisé lundi à Dakar de développer « des synergies » pour une souveraineté vaccinale de l’Afrique, alors que la production de vaccins est faible sur le continent.
Cette déclaration intervient alors que la détection d’un nouveau variant du Covid-19 baptisé Omicron en Afrique du Sud touche plusieurs pays africains. Actuellement, à peine 1% des vaccins utilisés en Afrique sont fabriqués sur le continent. L’Union africaine (UA) veut faire grimper cette proportion à 60% d’ici 2040.
L’Europe et la France œuvrent pour une « souveraineté vaccinale » de l’Afrique et « souhaitent que cette souveraineté puisse faire partie d’un partenariat global », a affirmé M. Le Drian, lors d’une conférence de presse à l’Institut Pasteur de Dakar qu’il venait de visiter.
Il doit prendre part au Forum pour la paix et la sécurité en Afrique qui s’ouvre lundi à Dakar pour deux jours.
« Le sujet pour lequel nous travaillons ensemble est d’être au rendez-vous » de l’objectif d' »une autonomie de 60% de la production de vaccins en Afrique à l’horizon 2040 fixé par l’Union africaine ».
Il a mis en avant la nécessité de « renforcer les synergies » pour réaliser cet objectif. La France soutient l’Institut Pasteur de Dakar dans les projets de vaccins contre la fièvre jaune et le Covid-19.
M. Le Drian a affirmé que l’engagement pris par l’Union européenne de livrer 500 millions de doses mi-2022 à ses partenaires à travers le monde serait « tenu ».
« Nous allons même être au rendez-vous de 300 millions de doses avant la fin de cette année et sur cet ensemble, une partie significative est destinée à l’Afrique, a-t-il dit sans donner plus de précisions.
En matière de vaccins, « il y a ceux qui disent et ceux qui font, ceux qui annoncent et ceux qui livrent. Ce ne sont pas toujours les mêmes et il sont rarement les mêmes. Nous, on livre », a-t-il poursuivi en allusion à la Chine.
Le président chinois Xi Jinping a promis le 29 novembre à Dakar un milliard de doses de vaccins anti-Covid à l’Afrique, sous la forme de dons ou de soutien à la production locale, lors du Forum sur la coopération sino-africaine (Focac) à Diamnadio, près de Dakar. La Chine vise, selon lui, à combler le « vide vaccinal » accusé par le continent.
