Cela fait longtemps, plus de 13 ans pour être précis, que les États-Unis sont à la recherche de Joseph Kony. C’est à l’été 2008 que le chef de l’Armée de résistance du Seigneur (LRA selon son sigle anglophone), a été ajouté à la liste des personnes recherchées par le département d’État pour terrorisme ou crime de guerre.
Cette liste avait été créée juste après les attentats du 11 septembre 2001 par le président Bush. Par la suite, l’administration Obama avait dépensé près de 800 millions de dollars pour traquer les membres de cette milice ultraviolente et extrémiste, connue pour recruter des enfants soldats et pratiquer le viol de masse. L’objectif premier du LRA était de renverser le président ougandais Museveni et d’instaurer un régime basé sur les dix commandements.
Pourchassée, l’organisation a survécu dans divers pays comme la République démocratique du Congo, la Centrafrique, ou le Soudan du Sud. L’opération américaine s’est achevée en 2017 considérant que la LRA était devenue pratiquement inoffensive.
