Le Fonds monétaire international (FMI) a annoncé, le 21 décembre 2021, l’approbation d’une cinquième et dernière tranche d’allégement du service de la dette en faveur de 25 pays membres admissibles à bénéficier du fonds fiduciaire d’assistance et de riposte aux catastrophes (fonds fiduciaire ARC), et dont le service de la dette payable au FMI arrive à échéance entre le 11 janvier et le 13 avril 2022.
Cette approbation, intervenue le 15 décembre dernier, porte sur un montant d’environ 115 millions de dollars et complète le premier allégement de 2 ans approuvé le 13 avril 2020 en lien avec la pandémie, pour un allégement total du service de la dette de 964 millions de dollars environ. Elle vient s’ajouter aux quatre tranches précédentes approuvées le 13 avril 2020, le 2 octobre 2020, le 1er avril 2021 et le 6 octobre 2021, et contribue à libérer de précieuses ressources financières qui pourront être consacrées aux besoins essentiels des populations en matière sociale, économique et de santé pour atténuer l’impact de la pandémie de Covid-19, indique le FMI.
Les 25 pays concernés par cet allégement sont l’Afghanistan, le Bénin, le Burkina Faso, les Comores, la Gambie, la Guinée, la Guinée Bissau, Haïti, les Îles Solomon, le Libéria, Madagascar, le Malawi, le Mali, le Mozambique, le Népal, le Niger, la République centrafricaine, la RD Congo, le Rwanda, Sao Tomé-et-Principe, la Sierra Leone, le Tadjikistan, le Tchad, le Togo et le Yémen.
Objectif
En rappel, la campagne de financement urgente avait été lancée en mars 2020 par Kristalina Georgieva (photo), directrice générale du FMI, dans le but de collecter 1,4 milliard de dollars sous forme de dons pour le fonds fiduciaire ARC. L’initiative visait à permettre au fonds d’alléger financièrement le service de la dette dans le contexte de la pandémie jusqu’à un maximum de deux ans, tout en laissant l’institution suffisamment dotée pour les besoins futurs.
