L’ex-président nigérian Goodluck Jonathan, médiateur de la Communauté économique des Etats de l’Afrique de l’Ouest (CEDEAO), est resté très discret sur les sujets abordés lors de sa rencontre mercredi après-midi à Bamako avec le colonel Assimi Goïta, président de la transition malien.
“Nous ne sommes pas venus avec un message particulier”, a-t-il dit à la presse à l’issue de cet entretien. D’après lui, sa mission a pour objectif d’échanger avec les autorités maliennes afin de mieux comprendre les décisions issues des Assises nationales de la refondation (ANR) de décembre dernier et d’en faire un compte-rendu aux chefs d’Etat.
La présidence malienne a confirmé que les conclusions des ANR avaient effectivement été le principal sujet abordé au cours de cette rencontre, qui intervient peu avant le sommet extraordinaire des chefs d’Etat de la CEDEAO le 9 janvier à Accra au Ghana.
S’appuyant sur les conclusions des ANR, les autorités maliennes ont soumis la semaine dernière à la CEDEAO un chronogramme de la transition étalé sur cinq ans. Plusieurs partis et associations politiques se sont ainsi réunis mercredi à Bamako pour le dénoncer.
Pour Youssouf Diawara, président du Cadre d’échanges des partis et regroupements politiques pour une transition réussie, qui a boycotté les ANR, cette transition doit prendre fin le 27 février prochain. Une position partagée par tous les animateurs de cette rencontre pour qui “un retour à un ordre constitutionnel le plus rapidement possible n’est pas négociable”.
Les conclusions des ANR “ne sont pas légitimes et ne sauraient s’imposer à tous”, a jugé le porte-parole du collectif des partis, Ismaël Sacko. “Les assises ont été un alibi pour prolonger la transition dont le chronogramme viole la parole du Mali”, a-t-il ajouté.
Quant à la Convention pour la République, qui a pris part à la phase finale des ANR, elle a estimé mercredi dans un communiqué que ce délai de transition de cinq ans “trahit la volonté des participants” à ces assises. Elle a invité les acteurs politiques à un dialogue afin “d’inscrire les actions prioritaires dans un chronogramme n’excédant pas 12 mois”.
