Ils sont un “fardeau” pour le système de santé: le Québec s’apprête à durcir les mesures contre ceux qui refusent le vaccin contre le Covid en mettant en place une nouvelle taxe les visant directement. Une première à l’échelle nationale au Canada.
Cette “contribution santé”, comme elle a été dénommée, le gouvernement de la province francophone du Canada durement frappée par la vague Omicron souhaite qu’elle représente un “montant significatif” qui est encore en discussion.
Selon le Premier ministre québécois François Legault, les 10% de Québécois qui n’ont reçu à ce jour aucune dose de vaccin ne doivent pas “nuire” aux 90% qui se sont fait vacciner. “Ce n’est pas à l’ensemble des Québécois de payer”, a-t-il martelé lors d’une conférence de presse parlant d’un “fardeau financier pour tous les Québécois”.
“Je comprends et je sens cette grogne à l’égard de la minorité non vaccinée qui vient, toutes proportions gardées, engorger nos hôpitaux”, a-t-il ajouté. Au total, 2.742 personnes atteintes du Covid sont hospitalisées au Québec, qui compte environ 8 millions d’habitants et quelque 255 personnes se trouvent en soins intensifs.
Selon les précisions apportées par François Legault, la “contribution santé” ne sera pas appliquée dans les hôpitaux en échange d’actes médicaux, mais réclamée au moment de la déclaration d’impôts. “Et pour éviter de payer cette taxe ou une amende liée au Covid, il y a une solution très simple: un vaccination gratuit et accessible”, a appuyé sur les réseaux sociaux son chef de cabinet, Martin Koskinen.
Alors que de nombreux autres pays accentuent la pression sur les non-vaccinés, à l’image de la France et de son pass vaccinal, ou de l’Autriche et l’Italie qui commencent à rendre le vaccin obligatoire, le Québec est l’un des premiers endroits à envisager une taxation spécifique pour ceux qui refusent le vaccin. En plus de nouvelles restrictions très fermes visant à endiguer la propagation du variant Omicron.
Mais cette stratégie du gouvernement du Québec, qui est dirigé par la Coalition Avenir Québec, est décriée par de nombreux partis d’opposition. Éric Duhaime, le chef du parti conservateur du Québec, a estimé sur Twitter mardi que le Premier ministre continuait “de trouver des outils et même une nouvelle taxe pour diviser les Québécois”.
De son côté, le parti Québec solidaire déplore une mesure qui oublie “complètement” les personnes vulnérables et la cheffe du parti libéral du Québec, Dominique Anglade, favorable à l’obligation vaccinale, évoque une “diversion”.
Il est enfin à noter qu’au Canada, au niveau national cette fois, le gouvernement fédéral étudie la possibilité de priver d’indemnité chômage les Canadiens sans travail qui refusent de se faire vacciner.
