Biya instruit l’humiliation du ministre de l’élevage Dr Taïga Selon nos confrères du journal La République, le chef de l’Etat accuse le Dr Taïga de ne pas œuvrer suffisamment pour la maîtrise de plusieurs denrées don la viande de bœuf. L’instruction du chef de l’Etat a été exécutée par le SGPR Ferdinand Ngoh Ngoh qui, précisent nos confrères a envoyé une lettre au ministre. Lisons plutôt.
Les chiffres de la filière bovine ne sont pas rassurants. Cette filière classée majeure par la Banque africaine de développement (BAD) et sur laquelle devrait également reposer la croissance du Cameroun ne donne pas satisfaction. Pour la Bad, les performances génétiques des races bovines et porcines exploitées sont encore médiocres.
D’où le lancement en avril 2021 du Projet de développement des chaines de valeur de l’élevage et de la pisciculture (PDCVEP), d’un coût de 65 milliards de Fcfa. La Bad pense que son soutien financier est susceptible de contribuer à atteindre le taux de croissance de 9,3% assigné au sous-secteur pastoral et halieutique au Cameroun. Une façon pour cette institution de démontrer que les efforts du gouvernement sont loin de maîtriser la hausse des prix de la viande de bœuf.
Et c’est le même constat fait, le 6 janvier 2022, par le ministre d’Etat, secrétaire général de la présidence de la République lorsqu’il saisit le ministre de l’Elevage, des Pêches et des Industries animales (Minepia), au sujet de la hausse observée du prix de la viande de bœuf.
Déjà le 19 août 2021, à la faveur d’une rencontre présidée par le ministre du Commerce, sur instructions présidentielles, les acteurs de la filière bovine ont été rappelés à l’ordre au sujet de la mercuriale à appliquer, à savoir le kg de viande de bœuf sans os est de 2800 FCFA à Yaoundé ; à Douala 2300 le kg avec os. Malgré la signature de la convention entre bouchers et grossistes, les prix de la viande de bœuf a continué à grimper. Le ministre d’Etat, Ferdinand Ngoh Ngoh ne passe pas par quatre chemins pour lui faire des recommandations au Minepia, Dr Taîga, pour résorber le phénomène.
«Afin d’éviter à l’avenir le phénomène de hausse des prix de la viande de bœuf récemment observée sur nos marchés, j’ai l’honneur de vous demander de bien vouloir travailler à la structuration de la filière bovine. Cette structuration devra viser la résolution de tous les problèmes identifiés dans ce secteur notamment : l’insuffisance de l’offre nationale et la forte dépendance de notre marché vis-à-vis du bétail provenant de l’extérieur ; l’incapacité des bouchers à s’autofinancer ; l’absence d’encadre- ment des acteurs ; la lente opération du marché à bétail d’Etoudi », écrit Ferdinand Ngoh Ngoh.
Rappelons qu’au Cameroun, la consommation de viande rouge par habitant se situe autour de 9 kg.
