Une enveloppe de 5,6 milliards d’euros du plan d’investissement France 2030 sera consacrée à la décarbonation de trois secteurs de l’industrie lourde (sidérurgie, aluminium, chimie et ciment), selon un mécanisme d’attribution innovant en Europe, a annoncé Matignon jeudi soir.
Ce budget aidera notamment le sidérurgiste ArcelorMittal, premier producteur mondial d’acier, à investir dans des équipements lui permettant d’abandonner une partie du charbon qu’il utilise pour fabriquer de l’acier – grâce à de l’hydrogène – et à acheter des fours électriques en remplacement de trois des cinq haut-fourneaux dont il dispose sur les sites de Dunkerque (Nord) et de Fos-sur-Mer (Bouches-du-Rhône).
« La France sera le premier pays à consacrer une telle enveloppe pour sa décarbonation à cette échelle », dit-on à Matignon.
« Il ne s’agit pas de réduire nos émissions en délocalisant, cela n’aurait aucun intérêt écologique ni économique » ajoute-t-on au ministère de la Transition écologique. « La démarche que nous mettons en oeuvre, c’est d’avoir un accompagnement des industriels pour contrer la prise de risque car les technologies utilisées ont peu de précédent ».
Concrètement, le ministère de l’Industrie a expliqué qu’un « mécanisme innovant va être mis en place pour soutenir la décarbonation industrielle », sur la base d’une coopération entre la France et l’Union Européenne.
De fait, l’État achètera des tonnes de carbone non émises par des industriels grâce à leurs projets de décarbonation.
Ce mécanisme « vise à acheter les tonnes de carbone abattues dans un cadre concurrentiel et au meilleur prix », a-t-on ajouté de même source.
Les autorités publiques « s’engageront sur la durée du soutien (10 ou 15 ans) à couvrir l’écart de prix, pour la baisse d’émissions constatée, entre le prix du CO2 exprimé sur le marché et le prix du CO2 contractualisé dans le cadre de l’appel d’offres », a-t-on précisé.
Ce mécanisme sera utilisé pour distribuer 4 des 5,6 milliards du plan France 2030 consacrés à la décarbonation, a indiqué Matignon.
Sur le montant restant, 1 milliard ira pour aider les petites entreprises qui souhaitent se décarboner avec des technologies « sur étagère ». Les 600 millions restant iront à la recherche.
