La rencontre entre le président russe Vladimir Poutine et le chancelier allemand Olaf Scholz a débuté mardi au Kremlin, peu après l’annonce d’un début de retrait militaire russe sur fond de tensions russo-occidentales autour de l’Ukraine.
« On va malheureusement consacrer une grande partie de notre temps aujourd’hui à la question liée à la situation en Europe, à la sécurité et aux discussions qui sont en cours sur cette question, notamment en lien avec l’Ukraine », a déclaré M. Poutine au début de cette rencontre, selon les images de la télévision publique russe.
« Bien sûr, c’est clair que nous devons maintenant parler de la difficile situation concernant la sécurité en Europe », a indiqué pour sa part M. Scholz, se disant « ravi » de pouvoir tenir ces discussions. « Le plus important est que nous pouvons travailler sur nos relations via de bonnes discussions l’un avec l’autre », a-t-il ajouté.
Test PCR allemand
Les deux hommes étaient assis à une table longue de six mètres, mesure sanitaire anti-Covid du Kremlin pour les hôtes étrangers, Scholz ayant refusé de se faire tester selon le protocole russe.
Le chancelier allemand Olaf Scholz a décidé de faire effectuer par un médecin de l’ambassade d’Allemagne un test PCR à bord de l’avion gouvernemental dans lequel il était arrivé à son arrivée à Moscou. Le matériel pour le test a également été apporté d’Allemagne. Les autorités russes avaient été invitées à être présentes lors du test, selon des sources au sein de la délégation allemande.
Désamorcer la crise russo-occidentale
Cette rencontre vise à désamorcer une crise russo-occidentale, nourrie par le déploiement de plus de 100.000 soldats russes dans le voisinage de l’Ukraine, qui laisse craindre aux Occidentaux une invasion. Moscou a commencé mardi le retrait de certaines unités.
La Russie, qui a déjà annexé la Crimée ukrainienne en 2014 et soutient des séparatistes prorusses dans un conflit dans l’Est de l’Ukraine depuis huit ans, a constamment nié toute intention belliqueuse.
Elle se dit à l’inverse menacée par l’expansion des moyens de l’Otan en Europe de l’Est et réclame des « garanties de sécurité », notamment l’assurance que l’Ukraine n’adhérera jamais à l’Otan et que l’Alliance éloigne ses infrastructures militaires des frontières russes. Ces exigences ont été rejetées par les Occidentaux.
