Hassoumi Massaoudou, le ministre nigérien des Affaires étrangères, répond aux questions de France 24 et RFI. Selon lui, si le Niger connaît, à sa frontière avec le Mali, « une accalmie grâce au travail efficace mené par (la Task Force) Takuba et (l’opération) Barkhane », le retrait des forces françaises et européennes va entraîner « une pression plus importante » sur son pays. L’arrivée de l’armée française du côté nigérien de la frontière « permettra de renforcer le cordon sanitaire par rapport au sanctuaire terroriste que constitue le Nord Mali ».
Le chef de la diplomatie nigérienne nie la présence de mercenaires russes – « On raconte des choses grotesques » – et considère que « la puissance et l’effet dévastateur rapide d’un certain type de communication » serait à l’origine du sentiment antifrançais, notamment lors de la récente affaire du convoi militaire français pris à partie. « Le gouvernement engagera sa responsabilité », ce qui souligne selon lui que le Niger est « en train de prouver [qu’il est] un État démocratique et stable (…), capable de vaincre le terrorisme ».
Malgré la demande de la junte malienne d’un départ « sans délai » des forces françaises et européennes, Hassoumi Massaoudou estime que ce retrait s’effectuera de façon responsable. Il affirme que le départ de ces forces de la zone frontalière avec son pays risque de créer un appel d’air pour les jihadistes. Et fustige l’absence de l’armée malienne dans cette zone. Ce qui nécessite de créer un cordon sanitaire du côté nigérien afin d’empêcher les jihadistes d’atteindre les pays du golfe de Guinée. Hassoumi Massaoudou confirme que des forces occidentales seront stationnées au Niger, sans donner de chiffres. Il exprime de sérieux doutes sur la capacité des combattants russes à inverser la donne. Et rappelle que la Cédéao interdit la présence de mercenaires.
En ce qui concerne le risque de raviver le sentiment antifrancais en ayant une présence militaire tricolore renforcée au Niger, le ministre des Affaires étrangères annonce que son gouvernement va engager sa confiance au Parlement sur le sujet dans les prochaines semaines. Et rejette tout parallèle entre le Niger, le Mali et le Burkina Faso, soulignant que la situation sécuritaire et politique est bien plus stable que chez ses deux voisins qui ont subi des putschs.
