La nouvelle charte de la transition au Mali a été adoptée à l’unanimité ce lundi matin par les membres du Conseil national de transition, le CNT qui fait office d’organe législatif provisoire dans le pays, depuis la prise de pouvoir à des militaires.
Cette charte, qui vient d’être adoptée par les autorités, présente plusieurs nouveautés. Il y a déjà le nombre de parlementaires désignés et non élus, qui passent de 121 à 147, et pour la durée de la transition. Dans le texte il est aussi écrit que les élections présidentielles prochaines, dont la date n’est pas encore connue, vont marquer la fin de la transition.
Le poste de vice-président de la transition est supprimé. Avant le deuxième coup d’État de mai 2021, c’est Assimi Goïta, l’actuel chef de l’État qui assumait ses fonctions. Dans la nouvelle charte, il est stipulé qu’en tant que président de transition, le colonel Goïta ne pourra pas se présenter aux prochaines présidentielles et législatives. Enfin, il y a l’amnistie votée pour les auteurs des deux derniers coups d’État.
Concernant la durée de la transition, la nouvelle charte ne fait pas état de délai précis. C’est que les avis divergent à ce sujet et les membres du CNT marchaient un peu sur des œufs. Le projet soumis par la transition comprend une période entre six mois à cinq ans, comme le recommandaient les Assises nationales.
Finalement, les débats sont encore en cours. La Cédéao, l’organisation régionale, envisage douze mois comme délai, le président en exercice l’a récemment dit. Mais dans une autre note technique, un document de travail de plusieurs partenaires du Mali (la Cédéao, l’ONU, l’Union africaine), consulté par RFI, il y a deux schémas comme base de discussion : une transition de douze mois, et plan B, une transition de seize mois avant des élections.
