36 mois ! C’est la durée retenue par les Assises nationales pour la Transition au Burkina Faso. La réaction de la CEDEAO attendue.
Les Assises nationales ouvertes lundi au Burkina Faso ont donné leur verdict aux premières heures de cette journée du mardi. C’est aux environs de 2 heures du matin que la Charte de la Transition a été signée par le lieutenant-colonel Paul-Henri Sandaogo Damiba, qui a personnellement présidé la cérémonie de clôture de ces Assises. Plus que les 30 mois qui se susurraient à Ouagadougou, la Charte a retenu une durée de 36 mois pour le régime de Transition. La junte est donc allée largement au-delà des traditionnels 18 mois de la CEDEAO. En s’accordant 36 mois, les militaires burkinabè prennent donc clairement une option qui les rapproche de leurs homologues maliens qui avaient proposé cinq ans, revus à 4 ans, mais qui ont suscité l’ire de l’organisation sous-régionale.
La réaction de la CEDEAO est attendue dans les prochaines heures. Le Burkina Faso s’expose-t-il à des sanctions à la malienne ? La question mérite sans doute d’être posée. Déjà sur place à Ouagadougou, une certaine inquiétude transparaît dans les propos d’Eddie Komboïgo, ancien candidat à la Présidentielle et participant aux assises. « Comme c’est technique, nous ne sommes pas des spécialistes de la défense. Nous espérons que cela ne va pas créer des heurts avec nos partenaires. Et ce serait bon que les autorités se rapprochent de nos amis (allusion faite à la CEDEAO, ndlr) pour qu’ensemble ils puissent avoir un accompagnement sans heurts », laisse-t-il entendre.
Mais l’ancien chef de file de l’opposition assume et justifie ce choix : « Nous avons tous accepté que la transition se tienne sur une durée de 36 mois. Ce que nous voulons c’est qu’on puisse travailler ensemble afin que la paix revienne dans le pays », explique-t-il.
En dehors de la durée de la transition, la Charte précise également que le gouvernement à former sera composé de 25 membres au plus ; l’Assemblée législative de la Transition, elle, comptera 71 membres dont le mandat ne sera pas gratuit. Ces membres tiendront deux sessions de 45 jours par an.
Par ailleurs, dans les conclusions issues de ces assises nationale de la Transition, il a été retenu la mise en place d’un Conseil d’orientation et de suivi de la Transition qui sera composé de personnalités militaires du MPSR (Mouvement patriotique pour la sauvegarde et la restauration) et de personnalités civiles acquis aux idéaux du Mouvement ; une loi précisera sa composition et son fonctionnement.
