Le ministre ukrainien des Affaires étrangères Dmytro Kouleba a demandé jeudi que la Turquie soit « l’un des garants » d’un éventuel accord avec la Russie, a annoncé son homologue Mevlut Cavusoglu, en visite à Lviv dans l’ouest de l’Ukraine.
« L’Ukraine a fait une offre sur l’accord de sécurité collective : P5 (les cinq membres permanents du Conseil de sécurité, NDLR), plus Turquie et Allemagne », a précisé M. Cavusoglu lors d’une conférence de presse commune avec le ministre ukrainien.
« La Turquie est l’un des pays que nous souhaiterions comme garant », a avancé pour sa part M. Kouleba dont les propos, traduits, ont été rapportés par l’agence officielle turque Anadolu.
Les « Cinq » permanents sont : États-Unis, Russie, Chine, Royaume-Uni et France.
« Lors de mes contacts à Moscou hier, j’ai vu que la Fédération de Russie n’y voyait aucune objection et qu’elle pouvait accepter une telle offre », a précisé le ministre turc qui a rencontré mercredi à Moscou le chef de la diplomatie russe Sergueï Lavrov.
M. Cavusoglu, qui s’exprimait devant la presse à l’issue de ces deux rendez-vous diplomatiques, a estimé que « les espoirs de cessez-le-feu se sont accrus ».
Par ailleurs, le président turc Recep Tayyip Erdogan s’est entretenu jeudi par téléphone avec le président russe Vladimir Poutine, auquel il a réitéré son offre d’accueillir une rencontre avec le président ukrainien Volodymyr Zelensky « à Ankara ou à Istanbul ».
Pour M. Cavusoglu, il est cependant « difficile de prévoir une date » pour cette rencontre.
« Les deux dirigeants doivent y être prêts. Il faut préparer le terrain. La date sera définie par eux », a-t-il ajouté.
M. Erdogan a insisté « sur la nécessité d’ouvrir les couloirs humanitaires » pour permettre aux civils de quitter les zones de combats, a rapporté la présidence turque dans un communiqué.
Le président turc a proposé que la Turquie envoie des observateurs pour un cessez-le-feu à Marioupol, ville assiégée par les forces russes dans le sud-est de l’Ukraine.
M. Cavusoglu a indiqué jeudi que « plus d’une centaine de Turcs » se trouvaient encore dans cette ville.
« Les affrontements continuent et des milliers de civils n’ont pas pu quitter la ville », a poursuivi le ministre.
« Nous avons proposé que des observateurs internationaux, comme la Croix Rouge, OCHA (le Bureau des Affaires humanitaires de l’ONU), le Croissant Rouge turc, observent le respect d’un cessez-le-feu de 24 heures et des corridors » humanitaires, a-t-il détaillé.
