Face à un contexte mondial tendu et incertain, le président Macky Sall dit vouloir relever au plus vite le défi de l’autosuffisance alimentaire.Le Sénégal fait partie de ces Pays les moins avancés (Pma) dépendant fortement de l’importation de produits alimentaires de base. En fin 2021, l’Agence nationale de la statistique et de la démographie (ANSD) indiquait que le déficit commercial du pays s’était détérioré de 11,73%.
Dans cette balance commerciale déficitaire, les denrées de première nécessité occupent une bonne place alors que des tensions multiformes menacent le bon approvisionnement du monde. La guerre menée par la Russie en Ukraine a des conséquences notamment sur la fourniture du gaz ou du blé, sachant que la population sénégalaise est un grand consommateur de féculents. Mais la sécurité alimentaire de certains pays africains était déjà menacée par la sécheresse, les crises jihadistes ou encore la Covid-19, cette pandémie qui a mis à genoux plusieurs économies du monde.
Face à ces difficultés à plusieurs échelles, les autorités sénégalaises sont persuadées que l’indépendance alimentaire constitue la panacée. Macky Sall l’avait compris, avant son élection en 2012, en promettant de batailler ferme pour remporter le défi de l’autosuffisance alimentaire. Il l’a réitéré une nouvelle fois, dimanche 3 avril dernier, à la veille de la célébration du 62e anniversaire de l’indépendance de son pays. « Il nous faut produire ce que nous consommons et consommer ce que nous produisons. C’est le sens des investissements massifs que l’Etat continue de consacrer à la modernisation et à la diversification des secteurs de l’élevage, de la pêche et de l’agriculture.
De plus, pour la deuxième fois consécutive, le budget de la campagne agricole est revu à la hausse, et passe cette année de 60 à 70 milliards de FCFA », a déclaré le président sénégalais. Pour Macky Sall, la souveraineté alimentaire du Sénégal est dans l’ordre du possible en voyant ce qui se fait dans les Domaines agricoles communautaires (Dac). Cette expérience « montre que nous pouvons relever ce défi, à l’image des belles moissons du Dac de Keur Momar Sarr (nord), sept mois seulement après son lancement en juillet dernier », a insisté le chef de l’Etat. D’une superficie de 5000 hectares, le Dac de Keur Momar Sarr, financé à hauteur de 6,2 milliards FCFA par l’Etat du Sénégal, polarise 96 villages dans des communes de cette localité du nord du pays.
A court terme, l’aménagement de près de mille hectares sera destiné aux cultures fourragères. Une production annuelle de 5000 tonnes de fourrage (maïs fourrager, Maralfalfa, etc.) est attendue, d’après l’équipe de coordination du projet. « Ce soir, mes chers compatriotes, considérant le risque élevé de pénurie et de flambée des prix en raison de la crise mondiale, j’appelle à une mobilisation générale pour accroître et valoriser davantage nos produits agricoles, d’élevage et de pêche », a indiqué le président Sall, avant de souligner ses actions sociales, impactant « les prix des denrées de première nécessité », et dont le but est de soulager les ménages.
Toutefois, il note que la bataille de la souveraineté alimentaire appelle l’effort de tous ses concitoyens pour être à l’abri des aléas de la conjoncture internationale. « Car, à vrai dire, l’indépendance n’est pas l’acte isolé d’un jour, mais un combat permanent, qui se gagne également sur le front de la sécurité alimentaire. C’est ce qui ajoute à la souveraineté nationale un surcroit de liberté », a soutenu le non moins président en exercice de l’Union africaine (UA).
