Le premier producteur mondial de cacao se bat toujours contre le travail persistant des enfants dans les plantations. Lors d’une descente à Soubré, la plaque tournante de la production de cacao en Côte d’Ivoire, à l’ouest d’Abidjan, la police a arrêté 68 enfants utilisés dans des fermes.
La descente de la police a été effectuée dans le cadre d’une opération largement médiatisée nommée Nawa 2. Alain Lartmel est directeur de la protection de l’ enfance au ministère des femmes, la famille et des enfants .
«Nous faisons une première écoute. Cette écoute nous permet de détecter si l’enfant est en situation de traite ou non, en situation de travail ou non. Si l’enfant se trouve dans une situation de traite ou de travail, nous engageons une médiation pour trouver des familles. Lorsque nous avons ces familles avec nous, la médiation consiste à échanger avec ces familles et à permettre à l’enfant de retourner dans sa famille biologique », a-t-il déclaré.
Beaucoup d’enfants viennent du Burkina Faso et du Mali. Ce sont des fournisseurs traditionnels de main-d’œuvre pour leur voisin plus riche.
«À l’âge de 10 ans, je suis allé à l’école. Maintenant que mes parents n’ont pas assez d’ argent , je suis sorti et je les ai aidés sur le terrain à travailler », raconte un garçon de 16 ans.
Outre les descentes de la police locale, un travail régulier est effectué dans les campagnes par les comités locaux de protection de l’enfance.
«Nous sensibilisons depuis longtemps, mais tant que nous ne donnons pas un signal fort – en plus de punir ceux qui emploient leurs enfants à des travaux dangereux, cela continuera toujours», a déclaré Luc Zaka, commissaire de police en la région de la Soubre.
Beaucoup d’enfants sont analphabètes, capables de retourner en classe ou d’apprendre un métier. Mais au lieu de cela, ils se retrouvent utilisés illégalement pour le travail.
La Côte d’Ivoire fait face à des demandes croissantes de la part des consommateurs occidentaux de chocolat.
