Les pays d’Afrique centrale finiront-ils par régler leur colossale dette vis-à-vis de la Chine ? Répondre à cette interrogation par l’affirmative présage l’émergence de la Communauté économique et monétaire de l’Afrique centrale (CEMAC) estiment certains analystes. Ceux-ci se basent sur des faits probants, notamment un taux de croissance réel de PIB (Produit intérieur brut) en dessous de 2% pour soutenir leur position.
Dans un document officiel du gouvernement chinois intitulé « Prêt chinois aux gouvernements africains » que Financial Afrik a pu consulter, il ressort que les créances de la Chine envers l’espace CEMAC s’élève à plus de 17 milliards de dollars. Au peloton de tête des créances, se trouve le Cameroun avec une dette estimée à 6,202 milliards de dollars, suivis respectivement du Congo 5,390 milliards de dollars et de la Guinée équatoriale 3,020 milliards de dollars qui forment un trio de tête. Le Gabon enregistre 1,681 milliard de dollars, tandis que le Tchad et la Centrafrique totalisent près de 2 milliards de dollars cumulés.
Ces chiffres confirment une tendance observée depuis les années 2000 qui fait de l’Empire du Milieu le principal bailleur de fonds bilatéral de l’Afrique centrale, bien loin de l’Union européenne qui fut pendant longtemps le partenaire stratégique, les autres pays, entre autres les Etats-Unis, la Russie l’Inde ou le Brésil se contentant du menu fretin. Les financements chinois étant prioritairement destinés à la construction des infrastructures routières, ferroviaires, hydroélectriques ou de télécommunications, l’Afrique centrale étant l’une des régions les moins développés du continent.
Selon le ministère chinois du Commerce, en 2018 les flux d’Investissements directs étrangers chinois (IDE) à destination de la CEMAC ont chuté de 103 millions de dollars par rapport à l’année 2017, où ils se sont élevés à 193 millions de dollars. Malgré cette baisse, la Chine reste un partenaire stratégique pour l’Afrique centrale.
