Entre les 15 juin et 15 juillet 2021, la Russie a coupé ses connexions à l’internet mondial. Dans un article du 21 juillet 2021, le quotidien économique russe « RBC Daily » a parlé de cette coupure sans trop donner de détails.
Cependant, la Russie dans toute sa discrétion a fait passer ce test inaperçu aux yeux de tout le monde que ce soit du réseau mondial. Même s’il est difficile de croire en une déconnexion totale du réseau durant une longue période, le Kremlin a donc dû tester la capacité du « Runet », nom du réseau de télécommunication russe.
Par ces tests, la Russie de Vladimir Poutine veut prouver qu’il est possible d’isoler son propre réseau de télécommunication de l’internet. En effet, l’objectif fixé est la mise en règle d’une loi nommée « la souveraineté d’Internet ».
La loi de la souveraineté d’Internet a été votée en 2019 par le parlement russe. Cette loi donne au gouvernement russe le pouvoir de déconnecter le « Runet » du réseau mondial pour des raisons de sécurité nationale.
