La guerre civile en Afghanistan est inévitable, a estimé mardi le président Ashraf Ghani, qui souhaite travailler avec les milices régionales et les chefs de guerre pour arrêter l’avancée des talibans.
M. Ghani s’est dit pessimiste quant à une quelconque percée dans les négociations de paix entre les deux parties, bien qu’il reste ouvert au dialogue, selon un porte-parole du président.
Le chef d’État afghan se prépare à une guerre civile, semblable à celle des années 1990. Il souhaite dès lors armer la population, afin qu’elle puisse se défendre contre les talibans.

Après avoir conquis dimanche en quelques heures Kunduz, la grande ville du Nord-est, ainsi que Taloqan et Sar-e-Pul, les talibans ont ajouté lundi Aibak, capitale de la province de Samangan, à cette liste. Ils s’étaient emparés samedi de Sheberghan, fief du célèbre chef de guerre Abdul Rashid Dostom, et vendredi de Zaranj, capitale de la lointaine province de Nimroz (sud-ouest), à la frontière avec l’Iran. Dans la nuit de lundi à mardi, ils ont attaqué la périphérie de Mazar-i-Sharif, Pul-e-khomri et Faizabad, trois capitales provinciales du Nord, mais ont été repoussés, a indiqué le ministère de la Défense. Ils ont aussi été refoulés à Farah (ouest), selon la police locale.
Les talibans ont gouverné une grande partie du pays dans les années 1990. Leur régime a été renversé lorsque les États-Unis ont envahi le pays après les attaques terroristes sur le sol américain le 11 septembre 2001. Au cours des deux dernières décennies, les talibans ont mené une guérilla contre les forces gouvernementales à Kaboul et les forces internationales dans leur pays.
