Voilà trois ans que la République démocratique du Congo cherche à être un état membre de la Communauté économique d’Afrique de l’Est. Une demande que le président Félix Tshisekedi a fait début 2019 quand il est arrivé au pouvoir et qui pourrait se concrétiser dans les jours à venir.
Durant le sommet extraordinaire des chefs d’Etats et de gouvernements de ce bloc économique qui s’est tenu en visioconférence aujourd’hui (22.12), tout montrait que d’ici peu, la RDC sera membre de cette organisation. Mais quel intérêt ce pays pourrait-il tirer de cette adhésion, vu qu’il est déjà membre de plusieurs autres organisations de la sous-région ?

« Nous avons étudié sept points des dix qu’il fallait voir pour la vérification de l’admission de la RDC dans la communauté, et nous progressons », a déclaré Peter Mutuku Mathuki, secrétaire général de la Communauté est-africaine, lors du 18è sommet extraordinaire des chefs d’Etats et de gouvernements qui s’est tenu en ligne ce mercredi 22 décembre.
Les nombreux voyages du président Félix Tshisekedi en 2019, la veille de son élection, notamment au Rwanda, en Ouganda et au Kenya, ont vraisemblablement abouti à l’une de ses promesses de sa campagne de 2018 : l’admission de la RDC par la Communauté d’Afrique de l’Est.
Certains analystes, notamment Samuel Nyandemo, professeur d’économie à l’Université de Nairobi, voit l’adhésion de la RDC à ce bloc comme un avantage pour des pays ayant des déficits dans certains secteurs.
« C’est un avantage de plus en termes de marché et de ressources. Le Congo dispose aussi d’une grande capacité énergétique. Donc, les pays ayant un déficit en termes d’électricité, vont en profiter », estime Samuel Nyandemo.
Le risque d’une perte de stratégie
Ce bloc économique sera déjà le quatrième auquel adhère la RDC, après la Sadec des pays d’Afrique Australe, le Comesa des pays de l’Est et du Sud et la CEEAC des pays d’Afrique centrale.
Augustus Nuwagaba, un expert économique ougandais, estime néanmoins que ces adhésions multiples représentent un risque de perte de stratégie.
« C’est une mauvaise idée qu’un pays soit membre de plusieurs blocs économiques car il y a risque de perdre les intérêts. Le Congo ferait mieux avec l’Afrique de l’Est qu’avec l’Afrique de l’Ouest. L’Ouganda actuellement construit des routes vers l’est de la RDC, et les deux pays aussi partagent du pétrole dans le lac Albert ».
Augustus Nuwagaba doute par ailleurs que cette organisation puisse aider les Congolais à bénéficier au quotidien de nouveaux avantages économiques.
« La politique économique en Afrique ne présente pas d’intérêt pour le citoyen ordinaire. On vous dira que dans les dix dernières années, le PIB de l’Ouganda a progressé de plus de 6% mais le simple citoyen n’a rien dans sa poche. Alors, il faudra que les politiciens puissent voir cela pour les Congolais aussi », estime l’expert ougandais.
Plusieurs pays de la Communauté d’Afrique de l’Est, notamment la Tanzanie, le Kenya et l’Ouganda, se trouvent déjà sur le sol congolais pour différentes missions de maintien de la paix dans ce pays ravagé par les activités des groupes armés.
