L’année 2021 court lentement, mais très sûrement à sa fin. Encore quelques heures, et nous tournerons définitivement la page de cette année née dans la douleur, il y a 12 mois. Dans cette deuxième partie des grands faits qui ont marqué l’actualité africaine au cours de ces 12 derniers mois, la question centrale des élections sur le continent.
2021 a aussi été une année électorale. Au total, treize pays africains devaient organiser des élections nationales au cours de cette année. À l’arrivée, onze États ont pu organiser effectivement ces joutes électorales. Dans certains de ces pays, ces élections n’ont été que pure formalité, puisque ne présentant aucun enjeu. Dans cette catégorie de pays, on retrouve l’Ouganda avec la réélection du vétéran Yoweri Museveni, qui cumule plus de 35 ans à son poste. Il y a aussi le Congo Brazzaville où Denis Sassou N’Guesso s’est confortablement fait réélire pour un quatrième mandat face à un challenger, Guy Brice Parfait Kolélas, qui n’a pas eu le bonheur d’être en vie pour voir sa défaite. L’opposant est mort de Covid-19 au lendemain du scrutin. Denis Sassou N’Guesso cumule 37 ans à la tête du pays.
À Djibouti, au Bénin, au Tchad ou en Gambie, il n’y a pas eu de suspense non plus. Les Présidents sortants, candidats à un cinquième mandat pour le Djiboutien Ismaïl Omar Guelleh, à un deuxième mandat pour le Béninois Patrice Talon et le Gambien Adama Barrow, et à un sixième mandat pour le Tchadien Idriss Déby, ont été tous réélus sans la moindre difficulté. On peut associer à ce groupe de pays l’Éthiopie, qui a organisé ses élections législatives, le 21 juin dernier, sans grand enjeu, puisqu’avec la guerre au Tigré, le Parti de la prospérité du Premier ministre Abiy Ahmed n’avait en face aucun adversaire sérieux. Il a donc été reconduit à son poste, en toute aisance.
Au Niger par contre, avec le second tour de l’élection présidentielle organisée le 21 février 2021, il y a eu une alternance au sommet de l’État. Le Président sortant, Mahamadou Issoufou, a passé le témoin à celui qui fut son ministre de l’Intérieur, Mohamed Bazoum, donnant ainsi l’exemple du respect de la Constitution qui ne l’autorisait à faire que deux mandats.Sao Tomé-et-Principe et le Cap-Vert, deux pays insulaires lusophones reconnus pour leurs prouesses démocratiques ont tenu une fois de plus leur rang en organisant des élections pacifiques.
La Zambie a également administré une belle leçon de démocratie aux pays africains où les élections ne sont presque jamais perdues par les Présidents sortants candidats à leur propre succession. En effet, lors du scrutin tenu le 12 août dernier, le Président Edgar Lungu a été battu au premier tour par le leader de l’opposition, Hakainde Hichilema. En Libye, la Présidentielle initialement prévue pour le 24 décembre a été reportée sine die, tandis que la Somalie, elle, se retrouve dans une impasse électorale.
