L’homme suspecté d’être à l’origine de l’incendie qui a ravagé le parlement sud-africain le 2 janvier au Cap a été accusé mardi de « terrorisme », tandis que de nombreuses voix s’élevaient pour réclamer la libération de ce sans-abri présenté comme un bouc émissaire.
Zandile Christmas Mafe, 49 ans, avait été arrêté dès le dimanche alors qu’il se trouvait dans l’enceinte du parlement et avait été inculpé trois jours plus tard lors d’une brève comparution devant un tribunal du Cap.
L’inculpé « est coupable de délit de contravention aux provisions de (…) protection de la démocratie constitutionnelle contre le terrorisme et activités associées », selon l’acte d’accusation consulté mardi par l’AFP.
Le porte-parole du parquet Eric Ntabazalila a indiqué à la presse durant une suspension de séance : « nous avons ajouté un sixième chef d’accusation (…) l’accusé a fait exploser un engin dans le parlement ».
L’homme était déjà accusé d’être entré par « effraction » dans l’immense bâtisse située dans le centre du Cap, d’avoir « mis le feu aux bâtiments du Parlement » et d’avoir volé « des ordinateurs portables, de la vaisselle et des documents ».

Depuis son arrestation, de nombreuses voix se sont élevées pour souligner qu’il n’était qu’un bouc émissaire, alors que les manquements à la sécurité et aux systèmes anti-incendie étaient à mettre en cause.
« Libérez Mafe ! », « Il est innocent! » affichaient une trentaine de manifestants venus mardi devant le tribunal du Cap à l’ouverture de l’audience.
Un sans-abri était parmi eux pour raconter sa version de l’incendie ce dimanche 2 janvier à l’aube. Il affirme qu’il dormait dans une rue longeant le bâtiment et qu’il a entendu comme une collision. Il assure avoir ensuite compris qu’il s’agissait d’une effraction, avant que l’incendie ne se déclare dans le bâtiment.
L’avocat de la défense, Dali Mpofu, a indiqué que Mafe avait été conduit en observation médicale le 3 janvier et qu’il avait été diagnostiqué avec une « schizophrénie paranoïaque ».
Dali Mpofu, un des plus célèbres avocats sud-africains et qui a notamment défendu l’ex-président Jacob Zuma, a indiqué qu’il demanderait une libération sous caution pour son client.
Contrairement à sa première comparution où il était apparu barbu, vêtu d’une chemise grise et de shorts en jean, l’accusé s’est présenté mardi bien rasé et en veste sombre sur une chemise claire.
Selon les premiers rapports des autorités sud-africaines, le système de détection d’incendie était « défectueux ». « Les sprinklers n’ont pas fonctionné » et tout le système d’extinction par arrosage avait été révisé pour la dernière fois en 2017, une inspection prévue en février 2020 n’ayant pas été effectuée, selon ces rapports.
Les pompiers sud-africains avaient lutté quarante-huit heures avant de totalement maitriser l’incendie qui a ravagé les locaux où se réunit l’assemblée nationale.
Aucun victime n’avait été enregistrée lors de ce sinistre qui avait ravagé un des bâtiments emblématiques de la démocratie sud-africaine.
