Des émissaires de la Turquie et de l’Arménie prennent part, vendredi à Moscou, à un premier cycle de pourparlers destinés à normaliser leurs liens, une démarche que l’Arménie espère voir aboutir à l’établissement de relations diplomatiques et à la réouverture des frontières après des décennies d’animosité.
Une nouvelle tentative de rapprochement. La Turquie et l’Arménie entament, vendredi 14 janvier, un premier cycle de pourparlers par le biais d’émissaires envoyés à Moscou. Pour Erevan, il s’agit d’un premier pas vers l’établissement de relations diplomatiques et la réouverture des frontières entre les deux pays, après des décennies d’animosité notamment autour du contentieux du massacre des Arméniens sous l’Empire ottoman.
Ankara et Erevan n’ont, depuis des décennies, aucune relation diplomatique ni commerciale, en dépit d’un accord de paix conclu en 2009 mais jamais ratifié. Les discussions constituent la première tentative depuis cette date pour rétablir des liens restés tendus.
Les deux voisins affichent des divergences sur un éventail de questions, avec comme principal point de contentieux le massacre de 1,5 million d’Arméniens sous l’Empire ottoman. Erevan – ainsi qu’une trentaine d’autres capitales, dont Paris et Washington – considère l’événement comme un génocide, ce que réfute Ankara.
La Turquie admet que de nombreux Arméniens ayant vécu sous l’Empire ottoman ont été tués lors d’affrontements durant la Première Guerre mondiale, mais elle conteste le bilan et nie toute exécution systématique.
Durant le conflit dans le Haut-Karabakh, fin 2020, Ankara a apporté son soutien à Bakou et accusé les troupes arméniennes d’occuper le territoire de l’Azerbaïdjan. Il a commencé à l’issue du conflit à prôner un rapprochement, alors qu’il cherche à étendre son influence dans la région.
Selon l’agence de presse russe Tass, le ministère arménien des Affaires étrangères a indiqué jeudi que l’Arménie espérait que les discussions aboutissent à la mise en place de relations diplomatiques et à l’ouverture de frontières fermées depuis 1993.
L’an dernier, le chef de la diplomatie turque, Mevlüt Çavusoglu, avait déclaré que, dans le cadre de ce rapprochement, les deux pays allaient aussi ouvrir des liaisons aériennes – celles-ci devraient débuter le mois prochain.
En dépit de la volonté de Washington de voir s’opérer une normalisation des relations entre les deux pays, alors qu’une importante diaspora arménienne est présente aux États-Unis, des analystes estiment que les discussions seront compliquées. Washington a provoqué la colère d’Ankara en qualifiant l’an dernier de « génocide » le massacre de 1915.
Le président turc Recep Tayyip Erdogan a déclaré jeudi qu’il fallait que l’Arménie noue de bonnes relations avec l’Azerbaïdjan pour que les efforts de normalisation portent leurs fruits.
