Frais supplémentaires, formalités administratives, retards à la frontière… Jusqu’à présent, le « seul impact détectable » du Brexit pour les entreprises britanniques est d’alourdir leur fardeau, a estimé, mercredi, une commission parlementaire dirigée par une députée travailliste.
Un peu plus d’un an après la sortie effective du Royaume-Uni du marché unique et de l’union douanière européens, le Public Accounts Committee, chargé de surveiller les dépenses publiques, a dressé, mercredi 9 février, un tableau peu reluisant du Brexit tant vanté par le Premier ministre, Boris Johnson.
La publication de ce rapport intervient quelques heures à peine après la nomination d’un secrétaire d’État chargé des « opportunités du Brexit et de l’efficacité gouvernementale », en la personne du député conservateur Jacob Rees Mogg.
S’il est difficile de déterminer précisément la part de la sortie de l’Union européenne (UE) par rapport aux autres facteurs, au premier rang desquels la pandémie de Covid-19, il est « clair » que le Brexit a eu « un impact » sur la baisse des échanges, selon le rapport.
« L’une des grandes promesses du Brexit était de libérer les entreprises britanniques pour leur donner plus d’espace pour maximiser leur productivité et leur contribution à l’économie – dont la nécessité se fait d’autant plus criante à présent sur la longue route de la reprise après la pandémie », a déclaré la présidente de la commission, Meg Hillier. Mais « pour l’heure, le seul impact détectable, ce sont des coûts plus élevés, des formalités administratives et des retards à la frontière », étrille la députée travailliste (opposition).
« Promesses à outrance »
Dans son rapport, la commission met en garde contre un accroissement des difficultés à la frontière avec à la fois le retour complet à la normale qui s’annonce cette année, et la mise en œuvre complète des contrôles. « Il est temps que le gouvernement soit honnête au sujet des problèmes plutôt que de faire des promesses à outrance », a ajouté Meg Hillier.
Les auteurs du rapport soulignent que la promesse du gouvernement de créer d’ici à 2025 « la frontière la plus efficace du monde » est une « ambition qui mérite d’être notée », mais jugent qu’elle est « optimiste », étant donné la situation actuelle. « Et nous ne sommes pas convaincus qu’elle soit étayée par un plan détaillé pour y parvenir », notent-ils.
Les députés soulignent également le risque de fraude induit par le report de la mise en œuvre du dispositif permanent des contrôles à l’importation. En attendant 2023, les marchandises arrivant par camion au port de Douvres ne sont effectivement contrôlées qu’à une centaine de kilomètres de là, laissant ainsi ouverte la possibilité que des marchandises soient débarquées avant ces contrôles.
