Après avoir critiqué plusieurs fois le fonctionnement de l’Organisation internationale du café (OIC), l’Ouganda a finalement annoncé sa décision de suspendre son adhésion de l’instance pour une période de deux ans. Une décision actée par le fait que Kampala n’a pas prorogé l’Accord sur le café arrivé à expiration le 1er février 2022, et qui constitue un moyen de faire pression sur l’organisation afin qu’elle change de pratiques commerciales entre les producteurs et les consommateurs de café.
Premier pays africain exportateur de café et deuxième producteur derrière l’Éthiopie, l’Ouganda commercialise son produit dans le cadre de l’accord international de 2007 sur le café, qui, selon les parties prenantes, ne favorise pas les agriculteurs et les autres acteurs. D’ailleurs, beaucoup de pays producteurs de café critiquent cet accord, jugeant qu’il ne favorise que les pays consommateurs.
S’exprimant sur cette question, le directeur général de l’Autorité ougandaise de développement du café, Emmanuel Iyamulemye, a indiqué que l’Ouganda ne soutient pas la prolongation de deux ans de l’accord international sur le café de 2007, car les préoccupations et les intérêts du pays n’ont pas été pris en compte dans le nouvel accord. La suspension de l’adhésion pendant deux ans, souligne-t-il, donnera à son pays une chance d’utiliser les ressources pour améliorer davantage son secteur du café.
Le pays compte se concentrer sur les aspirations de la feuille de route du café pour augmenter sa production à 20 millions de sacs d’ici 2025/30. Si l’on se fie aux statistiques officielles, les revenus mensuels des exportations de café de l’Ouganda ont atteint le niveau le plus élevé en décembre avec 75,2 millions USD de recettes. Son offre de café devrait atteindre 5,950 millions de sacs, au cours de la saison 2021-2022, selon les dernières estimations.
