Un juge de la Cour suprême du Honduras a accepté mercredi la demande américaine d’extradition de l’ex-président Hernandez, accusé de trafic de drogue. Ce dernier, soupçonné d’avoir protégé des narcotrafiquants en échange de pots-de-vin, a la possibilité de faire appel.
La justice du Honduras a donné son feu vert mercredi 16 mars à l’extradition de l’ancien président Juan Orlando Hernandez (2014-2022) vers les États-Unis où il doit être jugé pour trafic de drogue, a annoncé sur Twitter la Cour suprême de justice (CSJ) du Honduras.
« Le juge d’extradition de première instance décide (d’)accepter la demande d’extradition présentée par le tribunal du district sud de New York concernant l’ex-président de la République Juan Orlando Hernandez Alvarado », a annoncé la CSJ.
Cette décision est susceptible d’appel dans les trois prochains jours, a indiqué un porte-parole du pouvoir judiciaire, Melvin Duarte. Dans ce cas, ce serait la Cour suprême siégeant en session plénière qui aurait le dernier mot.
Pots-de-vin
Aux termes de la demande d’extradition, la justice américaine veut juger l’ancien chef de l’État notamment pour « conspiration » pour importation de drogue aux États-Unis et « possession d’armes à feu, dont des mitraillettes et du matériel de destruction pour contribuer à la conspiration d’importation de narcotiques ».
Toujours selon la demande d’extradition, Juan Orlando Hernandez « a participé (de 2004 à 2022) à la conspiration violente de trafic de drogue pour la réception de nombreuses tonnes de cocaïne envoyées au Honduras depuis la Colombie et le Venezuela, entre autres, par voie aérienne ou voie maritime ». « La conspiration a transporté plus de 500 tonnes de cocaïne aux États-Unis via le Honduras », ajoute la demande d’extradition.
Selon les procureurs américains en charge du dossier à New York, l’ancien chef de l’État du Honduras a reçu des millions de dollars de diverses organisations de trafiquants de drogue du Honduras, du Mexique et d’autres pays. En échange de ces pots-de-vin, Juan Orlando Hernandez a « protégé les narcotrafiquants des enquêtes, (évitant leur) arrestation et leur extradition », assurent les autorités américaines. En 2013, »Hernández a accepté environ un million de dollars du narcotrafiquant Joaquin Guzman Loera, alias El Chapo », ajoutent-elles.
Nouveau pouvoir en place
Durant le procès aux États-Unis du frère de Juan Orlando Hernandez, l’ex-député « Tony » Hernandez, les procureurs de New York ont estimé que l’ancien président était impliqué dans le trafic de drogue pour lequel « Tony » Hernandez a été condamné en mars 2021 à la prison à perpétuité.
Connu au Honduras sous les initiales de son nom – « JOH » –, l’ancien président conservateur est un avocat de 53 ans. Il remis le pouvoir le 27 janvier à la présidente de gauche Xiomara Castro.
Président durant huit ans, il s’est présenté pendant ses deux mandats comme le champion de la lutte contre le trafic de drogue destinée aux États-Unis.
