À la suite de sa nomination le 10 mars 2022, Mme Mame Aby Seye a été officiellement installée dans ses fonctions de Délégué général à l’Entrepreneuriat Rapide des Femmes et des Jeunes ce lundi 21 mars 2022.
Le Délégué général sortant M. Papa Amadou Sarr passe ainsi le témoin à Mme Mame Aby Seye après quatre années à la tête de la Délégation générale à l’Entrepreneuriat Rapide des Femmes et des Jeunes (DER/FJ).
La nouvelle patronne de la DER/FJ arrive tout droit du Fonds de financement de la formation professionnelle et technique (3FPT) où depuis 2019, elle porte la voix de la formation professionnelle et technique au Sénégal. Ses premiers mots en tant que patronne de la Délégation générale à l’Entrepreneuriat Rapide des Femmes et des Jeunes (DER/FJ) vont à l’inclusion financière, aux femmes et aux jeunes. “La création de richesses et la dynamisation de l’économie sénégalaise ne se feront que si nous faisons de l’inclusion économique, financière et sociale une véritable priorité. C’est à travers cette mission, désormais mienne, que j’aurai à cœur d’accompagner les jeunes et femmes entrepreneurs dans la concrétisation de leur projet à travers un accès rapide et simplifié au financement”.
Titulaire d’un doctorat en Sociologie- Démographie à l’Université de Caen et en parallèle, d’un DESS en Urbanisme-Aménagement à l’Institut Français d’Urbanisme, “une manière pour elle de ne pas s’enfermer dans la recherche et le monde universitaire, mais d’avoir un contact réel avec l’humain et son environnement”,confie une camarade de promo, la nouvelle déléguée à la DER ne s’est pas posée mille questions à la fin de son cursus.
Dès son retour au Sénégal, Mame Aby Seye s’engage en 2004 pour l’ONG ENDA Tiers-Monde, où elle occupe le poste de Secrétaire permanente pour un groupement d’intérêt public, expérience qui lui permet de s’imprégner des enjeux propres aux territoires Sénégalais, notamment sur les questions de politiques publiques des secteurs de la pêche, de l’agro-sylvo-pastoralisme ou encore de la santé.
Après deux ans, Mame Aby Seye retourne en France et devient consultante pour l’ACAD (Association des Consultants en Aménagement et Développement), un cabinet d’études en urbanisme, puis obtient le poste de Responsable des études de marché au sein du groupe agroalimentaire ANDROS. L’occasion de travailler à nouveau sur des sujets et enjeux propres aux questions de sociologie et de démographie.
Malgré tout, l’envie d’être utile et de servir son pays est plus forte et Mame Aby Seye revient au Sénégal en 2015. Elle intègre la Caisse de Dépôt et de Consignations (CDC) comme Chef de projet pendant deux ans, puis Chef de la Division du Développement Territorial pour deux nouvelles années.
En 2019, Mame Aby Seye est nommée par le Chef de l’État Sénégalais à la tête du Fonds de Financement de la Formation Professionnelle et Technique (3FPT), créé en 2014 par décret avec l’appui de partenaires de développement, tels que la Banque Mondiale et l’Agence Française de Développement.
Mame Aby Seye est persuadée que la formation professionnelle et technique est le levier qui permettra de transformer l’humain et les territoires dans lesquels il évolue, preuve en est de son attention portée aux notions d’équité territoriale et de lissage des disparités pour les bénéficiaires du 3FPT.
A la tête de la DER/FJ, elle a l’occasion de concilier formation professionnelle et inclusion financière et sociale. Une sorte de synthèse entre l’économie et la sociologie.
Lancée le 8 mars 2018, la DER/FJ a pour mission d’impulser et promouvoir une véritable dynamique entrepreneuriale auprès des femmes et des jeunes à travers un accompagnement financier et non financier.
