Zac Goldsmith, ministre d’Etat britannique en charge des questions environnementales internationales, a passé près d’une semaine entre Kinshasa et Brazzaville pour évaluer les progrès des engagements pris par chaque partie. Dans ses entretiens, il a insisté sur la transparence dans ce secteur.

Parmi les engagements pris par le gouvernement congolais à Glasgow en novembre dernier, il y a la publication d’un rapport de l’Inspection générale des finances (IGF) sur la gestion des allocations des concessions forestières.
Diligenté par le Premier ministre en 2020, ce document révèle plusieurs cas d’opacité dans la gestion du patrimoine forestier de la RDC. Les sources du ministère de l’Environnement et développement durable indiquent qu’il sera finalement rendu public avant la fin de la semaine, alors qu’il aurait dû être publié au plus tard décembre 2021.
Un moyen de rassurer les bailleurs regroupés dans l’initiative CAFI. Leur soutien a quasiment doublé, suite aux engagements pris à Glasgow. De 190 millions de dollars pour la période 2016-2020, il est passé à presque 500 millions de dollars. Un premier projet dirigé par le ministère de l’environnement est sur le point d’être lancé. C’est le Programme de gestion durable des forêts (PGDF).
