La Banque africaine de développement (BAD) et la Banque européenne pour la reconstruction et le développement (Berd) ont renforcé leur partenariat le lundi 17 mai 2021. Le but de ce nouveau rapprochement est de financer le développement durable du secteur privé en Afrique.
Le partenariat a été signé en marge du sommet sur l’économie africaine qui se tient ce mardi 18 mai 2021 à Paris en France. Le but de cet évènement qui réunit 15 dirigeants africains est de trouver des moyens pour le continent de se remettre du recul de 2,1 % de son PIB, causé par la pandémie de la Covid-19. Dans ce contexte, la Banque africaine de développement (BAD) et la Banque européenne pour la reconstruction et le développement (Berd) miseront sur le secteur privé pour accélérer cette reprise économique en Afrique.
Selon ces deux institutions financières très actives sur le continent, l’accord signé le lundi 17 mai 2021 à Paris permettra de dynamiser la mobilisation de nouvelles sources d’investissement afin de contribuer à la réduction du déficit de financement annuel estimé à 2 500 milliards de dollars nécessaire au développement en Afrique. Pour ces deux banques, ce déficit nécessite que les institutions de financement du développement travaillent en partenariat.
« Ce nouvel accord de partenariat entre nos deux institutions nous permettra de soutenir ensemble de la croissance du secteur privé en Afrique. L’impact de la pandémie de Covid-19 sur les ressources des gouvernements est considérable et nous devons mobiliser davantage de financements privés pour aider les pays d’Afrique à reconstruire des économies plus solides », a affirmé Akinwumi A. Adesina, le président de la BAD lors de signature du partenariat avec Odile Renaud-Basso, la présidente de la Berd.
Le financement des infrastructures vertes
Dans le cadre du nouveau partenariat, les deux institutions financières prévoient de mettre en commun leurs savoir-faire et leurs expériences respectives, en orientant leurs actions en particulier sur la lutte contre le changement climatique, les infrastructures vertes et résilientes, ainsi que le développement des marchés de capitaux. La BAD et la Berd se consacreront également à l’amélioration de l’environnement des affaires, au renforcement de l’économie réelle et à la mobilisation des investissements privés. Il s’agit du renforcement d’un partenariat existant puisque les deux banques travaillent déjà ensemble sur plusieurs projets de développement durable portés par le secteur privé.
Il y a quelques semaines, la BAD et la Berd ont participé ensemble à la mobilisation de 114 millions de dollars pour la construction de la centrale solaire photovoltaïque de Kom Ombo (200 MWc) en Égypte. Ce projet d’énergie propre est porté par le producteur indépendant d’électricité (IPP) saoudien Acwa Power. Les deux institutions financières cofinancent également la centrale solaire à hybride de Noor Midelt I au Maroc (800 MW) au Maroc. Cet autre projet est développé par Abu Dhabi Future Energy Company (Masdar), la société marocaine Green of Africa, et EDF Renouvelables, une filiale d’Électricité de France (EDF).
