Des miliciens armés se sont déployés mardi à Tripoli, en Libye, faisant craindre une reprise des violences, au moment où des candidats clés à la présidentielle du 24 décembre semblent avoir acté le report de ce scrutin
À trois jours de la date prévue pour la présidentielle en Libye, la tension montre à Tripoli. Dans une scène rappelant le conflit qui a fait rage aux portes de la capitale libyenne jusqu’en juin 2020, des véhicules armés de mitrailleuses et un char se sont mobilisés, mardi 21 décembre, dans une banlieue de la ville. Des écoles et l’université ont été forcées de fermer et des rues bloquées par des barrages de sable et surveillées par des hommes armés en uniforme kaki.
La situation s’est détendue en milieu de journée avec la réouverture de la plupart des rues à la circulation, selon un correspondant de l’AFP sur place, mais la Mission d’appui de l’ONU en Libye (Manul) s’est dite « préoccupée par l’évolution de la situation sécuritaire à Tripoli ». Car la mobilisation de « forces affiliées à différents groupes crée des tensions et augmente le risque d’affrontements qui pourraient dégénérer en conflit », selon elle.
Les autorités n’ont fait aucun commentaire sur cette mobilisation armée mais le report du scrutin présidentiel ne fait désormais aucun doute, sur fond de désaccords persistants entre camps rivaux et insécurité chronique, même si aucune annonce officielle n’a été encore faite en ce sens.
Ce déploiement survient aussi quelques jours après le limogeage, contesté par plusieurs groupes armés, d’un haut responsable militaire qui avait alimenté les tensions avec des mouvements armés à Tripoli, où une myriade de milices affiliées aux ministères de la Défense et de l’Intérieur demeurent très influents.
Intérêt national
Sur le terrain politique et à quelque 1 000 kilomètres à l’est de Tripoli, deux candidats à la présidentielle originaires de la ville de Misrata(ouest), ont effectué une visite inédite à Benghazi, la grande ville de la Cyrénaïque habituellement hostile aux figures de la Tripolitaine.
L’influent ex-ministre de l’Intérieur Fathi Bachagha et l’ancien vice-Premier ministre Ahmed Meitig se sont entretenus avec le maréchal Khalifa Haftar, qui contrôle de facto l’est et une partie du sud du pays et entretient une âpre rivalité avec les notables de l’Ouest. Le maréchal Haftar, lui-même candidat à la présidentielle, a également rencontré des candidats du Sud et de l’Est.
Au nom de « l’intérêt national », ces candidats ont convenu « de poursuivre la coordination et les contacts dans le cadre de cette initiative patriotique, en veillant à l’élargir afin qu’elle englobe tous (…) », a déclaré Fathi Bachagha lors d’une conférence de presse.
Démonstration de force
Mardi à Misrata, le commandant d’une milice libyenne, Salah Badi, placé en 2018 sur la liste noire des sanctions américaines dans la foulée d’une mesure similaire de l’ONU, a organisé une parade de ses miliciens dans ce qui s’apparente à une démonstration de force et une réponse au déplacement à Benghazi d’Ahmed Meitig et Fathi Bachagha.
Autre signe de tensions, des hommes affiliés aux Gardes des installations pétrolières ont forcé lundi la fermeture de quatre champs pétroliers du pays, entraînant des pertes de « plus de 300 000 barils par jour », soit le tiers de la production nationale quotidienne, selon la Compagnie nationale de pétrole.
